I am afraid you used the "-ing" form of the verbs incorrectly. Look at it this way, if you add a subject "I", this would read as "I resting assured to buy." I happying to use" is incorrect because "happy" is an adjective, not a verb. ( Don't feel bad, you are not the only one who made the mistake.)
. The slogan 买得放心,用得开心 is obviously one for advertizing a product. The 放心 part means "worry free" and the 开心 has the meaning of "a joy to use." Purchase without worry; use with joy. (Or Purchase worry-free; use with joy.)
